Read the features list. A removable waterproof liner means a drop-liner — a laminate cannot be removed, because it is bonded to the outer shell. Where a maker names the construction, it names it in one word.
The test that works on any listing
If the jacket has a waterproof layer that comes out, it is a drop-liner. If the waterproofing is described as part of the shell, or the jacket has only a thermal liner that comes out, it is a laminate. Makers who build laminates say so prominently, because it costs more.
What each does in rain
A laminate stops water at the outer surface: the jacket keeps its weight, is not cold against the body, and dries quickly. A drop-liner lets the shell absorb water and hold it against the membrane behind — heavier, colder, and far slower to dry.
The practical difference that decides it
A drop-liner has to be fitted before the rain, because it is inside the jacket. That means stopping at the first drops and taking the jacket off at the roadside, or more often not bothering. A laminate needs no decision at all.
Which is right for whom
A laminate for anyone who commutes year-round or tours. A drop-liner for someone who rides mostly dry and wants the option — it is the better value for that rider, and paying for a laminate they will not use is not an upgrade.
The third arrangement, which is neither
An unlined shell with a separate waterproof oversuit in the luggage. Lightest in summer, slowest to deploy in rain, and the reason the rain gear family exists.

Does a laminate breathe less?
Membranes pass water vapour outward and makers publish figures for it. How well that works depends on the temperature difference across the membrane, which is why venting exists alongside.
Can a drop-liner be left in permanently?
It can, and it then behaves as it does in rain — the shell still soaks. Leaving it in does not make the jacket a laminate.
